Dear Resident Guest,

The Centre Region Code Administration requires that on an annual basis, we as the Landlord notify our Resident about some of the requirements of a rental property. After reading this notification, please sign the Landlord/ Tenant Notification and the Fire Safety Agreement with an electronic signature below.

The following website https://www.crcog.net/crca will provide you with information and regulations for the Township/ Borough in which you reside pertaining to the following:

  • If the community you live in allows pets, regulations regarding dogs.
  • Regulations regarding property maintenance.
  • Regulations regarding refuse, parking, and the handling of recyclable materials.
  • If you are responsible for lawn care or snow removal at your property, regulations regarding weeds and removal of snow and ice.

Notice of Tampering with Fire Protection Equipment:
In accordance with regulation 704.8 of the International Property Maintenance Code, “Any person tampering or interfering with the effectiveness of a smoke detector, emergency lighting, exit signs, fire extinguisher, sprinkler system, suppression system, alarm system, or anyone obstructing a fire exit or propping open a fire door or compromising any other life safety aspects of the structure, shall be in violation of this code and subject to the provisions of Sections 106.3 and 106.3.1 of the International Property Maintenance Code and the person(s) are exempt from notification in section 107.1 Notice to person responsible.

Penalty for Tampering with Fire Protection Equipment:
Section 106.3 of the International Property Maintenance Code states “Any person, firm or corporations who shall violate any provision of this code shall, upon conviction thereof, be subject to a fine of not less than $300.00 nor more than $1,000.00 or imprisonment for a term not to exceed 30 days, or both, at the discretion of the court.”

Unsanitary Conditions in Rental Properties:
Section 106.3 of the International Property Maintenance Code states “In addition to the imposition of the penalties herein described, the code official or health officer is authorized to issue field dines for unsanitary and unclean condition violations. Dwelling units or portions of dwelling units that are deemed unsanitary or unclean, or hereafter become unsanitary or unclean because of inadequate cleaning or housekeeping, neglect, or otherwise unsanitary practices, shall be deemed an unsanitary or unclean condition. The health officer and code official shall establish, by written regulations, all unsanitary and unclean conditions and with a fine of $75.00 per occurrence. Each day that a violation continues after due notice has been served, in accordance with the terms and provisions hereof, shall be deemed a separate offense.”

Roof Occupancy:
Roof Occupancy is not permitted in any municipality in the Centre Region.

Notification of Scheduled Inspections:
Landlord will notify Tenant of scheduled inspections of your apartment/ dwelling 7 calendar days in advance of your scheduled inspections. This is for the scheduled inspections only and does not include showings to prospective tenants, routine or emergency maintenance.

Tenant Notification Acknowledgment

THE OWNER / MANAGEMENT of the rental unit at The Villas at Happy Valley

hereby certifies that tenant(s) effective

have been provided with all required rental property information in accordance with Section 803.3 of the Centre Region Building Safety & Property Maintenance Code, 2017 Editions. In accordance with the provisions of the #O-17-05 the person in charge hereby provided the tenant(s) the following information, or provided a webpage where the information could be found:

  • Maximum occupancy for the residential property
  • Maximum number of persons who can reside in the rental property
  • If the property is a student home
  • Regulations regarding dogs (if present)
  • Regulations regarding property maintenance
  • Regulations regarding refuse, parking, weeds and removal of snow and ice from sidewalks
  • Information on the handling of recyclable materials
  • Specific information regarding the State College Division of the Health and NeighborhoodServices and Centre Region Code Administration
  • Fire safety certification
  • Regulations regarding tampering with fire protection equipment
  • Notification in writing of all scheduled inspections a minimum 7 calendar days prior to thescheduled inspection date
  • Notice of regulations regarding roof occupancy and possible penalties
  • Notice of regulations regarding unsanitary conditions in rental properties and regulations andpossible penalties

All tenants on a lease shall sign the acknowledgement and return it to the person in charge. As stated in the #O-17-15 any tenant or owner failing to execute the acknowledgment shall be in violation of Section 803.3 of the Centre Region Building Safety & Property Maintenance Code, 2017 Editions, and subject to the penalties set forth in Section 106.3 of the Centre Region Building Safety and property Maintenance Code, 2017 Edition. Nether the owner nor the tenant(s) shall be responsible for any other party’s failure to execute the acknowledgment.

Fire Safety Certification Agreement

THE OWNER / MANAGEMENT of the rental unit at The Villas at Happy Valley

hereby certifies to all tenants that effective

all the fire extinguishers, smoke alarms, and carbon monoxide detectors were in working condition and the fire extinguisher has been inspected within the last year and is in a ready condition in the above mentioned rental unit.

In accordance with provisions of #O-17-05, Owner / Management hereby informs the tenant(s) that it shall be the responsibility of the tenant(s) to verify that the life safety equipment, smoke alarms, and carbon monoxide detectors, where provided, are in working condition and the fire extinguisher is inspected and charged. All tenants on a lease shall sign the Certification and return it to the landlord.

As stated in #O-17-05 any tenant or owner failing to execute the Certification shall be in violation of Section 704.9 of the Centre Region Building Safety & Property Maintenance Code , 2017 Edition and subject to the penalties set forth in Section 106.3 of the Centre Region Building Safety and Property Maintenance Code, 2017 Edition. Neither the Owner nor the tenant(s) shall be responsible for any other party’s failure to execute the Certification.

As per #O-17-05 the tenant(s) is required to report a deficiency to management or maintenance immediately after the deficiency is detected or if the system is malfunctioning. (To report deficiencies of these fire safety systems please call 814-234-5750).
